How to Request Access to CTP

The Commonwealth Technology Portfolio Tool (CTP) is a secure website that uses Okta as its single sign on (SSO) authentication method.

The Commonwealth of Virginia (COV) uses domain login ID and password to provide access to the tool. To request access, please notify the person indicated below. This person, will, in turn, submit the request for access.

You selected: AITR, agency head

A CTP administrator will complete account/role setup within the application and send a welcome email to the new user. The email will include further instructions and guidelines for using the application.

The new CTP AITR / CTP agency head will send an email to: CTP Administrator at ctpe1admin@vita.virginia.gov with information indicated below.

For CTP AITR: copy the existing/official AITR, official agency head, ITIMD consultant, PMD Consultant and CAM

For CTP agency head: copy the existing/official agency head, ITIMD consultant, PMD Consultant and CAM

Subject line to the CTP administrator should read: New CTP Account Request - <insert user role & full name of new user>

(Example: New CTP Account Request – AITR – FirstName Last Name)

Name of person making request Full name of requestor (if different from new user)
Contact information of person making request Include email, phone number, and role (i.e., AITR) of requestor
Name of new user Full name of new user
New user's email address Where new user receives email
New user's Okta login email address If different from new user's email address
Agency(ies) the user supports Include all agencies new user supports
If they are replacing someone, who they are replacing (so that license can be moved) Name of the user who the new user is replacing

For new CTP AITR, verify these items:

  • Has new CTP AITR completed CTP for AITR's training? (Visit Agency IT Resource (AITR) Training for more information)
  • Is the new CTP user the official AITR?
  • Will this user need the ability to provide AITR approvals?

For new CTP agency head, verify these items:

  • Has the new CTP agency head completed CTP for agency head training? If not, your PMD consultant will contact you to schedule training.
  • Is the new CTP user the official agency head?
  • Will this user need the ability to provide agency head approval?

Please confirm your understanding of these items: 

CTP AITR user role
This role will enable this individual to assist with entering business requirements for technology (BRTs), projects, procurements, and IT strategic plans in the CTP.

CTP AITR lifecycle role
This role will enable this individual to approve business requirements for technology (BRTs), projects, procurements, and IT strategic plans in the CTP as AITR.

CTP agency head user role
This role will enable this individual to review business requirements for technology (BRTs), projects, procurements, and IT strategic plans in the CTP.

CTP agency head lifecycle role
This role will enable this individual to approve business requirements for technology (BRTs), projects, procurements, and IT strategic plans in the CTP as agency head. 

You selected: Agency project manager

A CTP administrator will complete account/role setup within the application and send a welcome email to the new user. The email will include further instructions and guidelines for using the application.

Who new CTP user notifies The official AITR for their agency.

For VITA ONLY:  VITA Planview Admin (vitaplanviewa@vita.virginia.gov)
Official AITR will send an email to: The CTP administrator at ctpe1admin@vita.virginia.gov, copying the ITIMD consultant and project management division (PMD) consultant, with information indicated below.
Subject line to the CTP administrator should read: New CTP Account Request - <insert user role & full name of new user>.

(Example: New CTP Account Request – Project Manager – FirstName LastName)

Confirm completion of the Commonwealth Project Management Overview Training class and Exam 1, and Exam 2 if not PMP (or include waiver)

(Required to manage projects $250K or greater)

Example: Commonwealth IT Project Manager Overview Training completed mm/dd/yyyy, and Exam 1 & 2 passed (or, Exam 1 passed, Exam 2 not required, PMP Certified).

Confirm completion of CTP class for Project Managers

(Required to manage projects $250K or greater)

Example: CTP Planview E1 for Project Managers completed mm/dd/yyyy.
