The Office of Data Governance and Analytics has joined VITA!

Following the 2025 General Assembly session and legislation signed into law by Gov. Youngkin on May 2, we are happy to announce the Office of Data Governance and Analytics (ODGA) has joined VITA. This transition brings together two powerhouse teams that are closely related and collaborate regularly. This joining of forces will help both our organizations cost-effectively deliver great service. 

In the IT world, applications and data inherently go hand-in-hand. By bringing together ODGA’s leadership in data governance with VITA’s expertise in technology services, we are better positioned to protect, manage and leverage data in ways that enhance government operations and improve outcomes for all Virginians.

What will change? 

As a part of VITA, ODGA will benefit from improved efficiency and support. They will now have access to VITA’s administrative resources including office space, human resources, procurement and financial services. Chief Data Officer (CDO) Ken Pfiel will remain a gubernatorial appointee in the Secretary of Administration’s office. The rest of ODGA will become part of VITA, reporting to Deputy Chief Data Officer, Marcus Thornton. Thornton will report directly to Chief Information Officer (CIO) of the Commonwealth, Bob Osmond.  

ODGA’s mission to maximize the value of Commonwealth data will remain unchanged. The ODGA team will retain their structure as a unit. They will continue to serve the same roles and functions, and retain their own brand, identity, website and social media channels. Commonwealth Data Trust Members will not see any changes, and there will be no disruptions to any services provided by ODGA. 

Introduction to ODGA 

The Office of Data Governance and Analytics is a state agency that partners with customer agencies and public institutions to maximize the value of Commonwealth data. ODGA hosts multiple services and events, including: 

  • Commonwealth Data Trust: a contract agreement between ODGA and executive branch agencies, localities and other organizations geared toward data sharing and security. 
  • Virginia Open Data Portal: provides access to Commonwealth data empowering constituents to interpret, analyze and transform data into actionable intelligence. 
  • Virginia Datathon: an annual event where teams interpret, analyze and transform data into real-life solutions. 

Coming together 

ODGA’s integration into VITA began unofficially during Virginia Public Service Week (VPSW) when team members were invited to attend our agency picnic at Pocahontas State Park and other events throughout the week. ODGA team members were welcomed as they entered the building on May 12 and took part in a special orientation program. More socialization events are upcoming so teams and individuals may make connections.
