27.9.0 Defining IP ownership and license rights in the contract
A license can be tantamount to ownership, since it can bestow upon the Commonwealth all of the benefits of ownership without actually transferring title to the state. Agencies, as defined by § 2.2-2006 must carefully detail their license rights within the contract to ensure they have the rights to deploy the technology acquired under the contract.
