How does COV Apps help our customers?

Within COV Apps, forms will have automated workflow, notifications to facilitate the processing of forms and real-time visibility into where forms are in the process.

The overall automated forms initiative will:

  • Streamline state employee forms through workflow automation
  • Standardize key business functions across the Commonwealth
  • Provide valuable data for metrics that can be analyzed in real time
  • Save agencies time spent creating and maintaining their own forms and processes
  • Provides visibility throughout the process

This digital solution will be available for use by all executive branch agencies and aims to create efficiency and cost savings.

  • Pay Action Worksheet (PAW)

    Pay action application developed in partnership with VITA to replace the paper-driven Pay Action Worksheet (PAW) process. To find more about the policies that support a PAW, refer to the DHRM Policy page which includes the DHRM compensation policy and related policies. All policy questions related to processing a PAW should be directed to your HR team or emailed to compensation@dhrm.virginia.gov.

  • Telework form

    VITA has embarked on a project to centralize and automate forms used by all executive branches. The first form to be converted in this initiative is a collaboration with the Department of Human Resource Management (DHRM) to automate the state employee telework form. The telework form is used by classified employees subject to the state telework policy.

    DHRM has provided interim guidance on the COV Application- Telework Agreement.

  • Offboarding

    An initial offering providing agencies a checklist for managers and agency HR representatives a base offboarding checklist for departing employees that can be configured for each agency at set up.

  • Commonwealth of Virginia Campaign (CVC) Payroll Pledge Application

    The CVC payroll pledge application will be available annually October through December during the CVC campaign. This application provides the capability for employees who have records in Cardinal to pledge an amount to an approved charitable organization.

    Look for communications regarding this access to this function during the annual CVC campaign.

  • PerForms program update

    2024 performance cycle

    • PerForms is no longer accepting evaluations for the 2024 performance cycle. Completed evaluations remain available within the system as read-only documents. For assistance with accessing evaluations, please contact your agency human resources administrator or email covapps@vita.virginia.gov.

    2025 performance cycle

    • Beginning with the 2025 cycle, all executive branch agencies must complete performance evaluations using the PageUp Performance Management system or the system approved by the Department of Human Resource Management (DHRM) for their agency. Questions regarding the 2025 performance evaluation process should be directed to your agency human resources administrator.
