VITA's Supply Chain Management (SCM) team plays a pivotal role in consolidating the Commonwealth of Virginia's information technology (IT) procurement ecosystem. As the Commonwealth's IT procurement authority, SCM develops value-driven IT goods and services contracts that leverage the state's buying power to benefit public bodies.
VITA contracts simplify IT procurement processes, offer the best value and reduce risk for commonly purchased IT goods and services for executive branch agencies and other public bodies.
VITA SCM consists of two teams:

Statewide Sourcing and Category Management (SSCM) exercises VITA's authority to establish IT contracts on behalf of Commonwealth of Virginia agencies and public bodies. The team focuses on strategic sourcing, contract management, supplier performance and analytics for statewide convenience contracts. Per state law, statewide contracts are mandatory for executive branch agencies. Other states and public bodies may also utilize the VITA contracts if their procurement policies allow. Currently, about 200 IT contracts cover a broad range of commonly purchased technology goods and services. Using Virginia's official electronic purchasing system eVA, executive branch agencies place orders directly with suppliers under statewide contracts (other than Telcom).

Enterprise Sourcing and Risk Management (ESRM) focuses on strategic sourcing of infrastructure technology for the executive branch and centralized supply chain risk management. This team establishes the contracts for VITA-provided infrastructure services, which are mandatory use for executive branch agencies. Agencies place orders for products and services through VITA's service catalog.

Overview
VITA's Software VAR contracts enable executive branch agencies and other public bodies to buy software publishers and products through seven approved reseller contracts.
Software subscriptions and renewals for products that fall within the contract scope include
- Commercial off-the-shelf (COTS) software
- Modified off-the-shelf (MOTS) software
- Software as a service (SaaS)
- On-premises software
- Low-code and no-code development platforms
The only services allowed under Software VAR are publisher-delivered services that are directly tied to the licensed software - such as implementation, configuration or maintenance - and only when sold by the same supplier that sold the software.
All statements of work for professional services under this contract are limited to $500,000.

Overview
These contracts provide fleet and asset management information solutions to manage and maintain fleet, equipment, hardware and physical inventory. The solutions will assist authorized users to maintain inventory levels and lower maintenance expenses as well as improved productivity, efficiency and asset utilization. The solutions include hardware, along with associated services for training, implementation and installation.

- Wireless Services: Replacement for VA-171023. Award anticipated Summer 2026.
- Legal, Investigative and Business Risk Research Services: Replacement for Department of General Services (DGS) legal research contract. Award anticipated late 2026.
- Water Monitoring Solutions: Provide access to water monitoring equipment, solutions and related services. Award anticipated early 2027.
