Overview

VITA Supply Chain Management (SCM) manages the Information Technology Contingent Labor (ITCL) Program to provide an efficient and effective solution for public bodies to access quality IT contingent labor resources. The ITCL Program is mandatory for executive branch agencies.  Contingent labor refers to workers hired on a temporary or project-based basis. They are not permanent employees and are brought in to fill specific needs for a limited time. 

Staff Augmentation and Statement of Work

The ITCL Program provides two types of contingent labor:  

  • Staff augmentation: Temporary IT contractors provided by staffing agencies to supplement internal agency staff and covering a broad range of services with 50+ IT job titles available at varying degrees of experience. Each job title has a Not To Exceed hourly billing rate based on the latest market conditions in Virginia’s two major economic zones.  
  • Statement of work (SOW): Fixed-price projects, not to exceed $3 million, in one of 15 specialty areas provided by consulting firms and paid when deliverables are accepted by the agency.

Computer Aid, Inc. as MSP

VITA contracts with Computer Aid, Inc. (CAI) as the managed service provider (MSP) of the ITCL program. In its role as MSP, CAI provides services to agencies such as:   

  • Agency consultation
  • Vendor Management System (VMS)
  • Talent acquisition 
  • Statement of requirements (SOR) and SOW evaluation  
  • Vendor management
  • Compliance and risk management
  • On-boarding and off-boarding
  • Invoice processing
  • Time and expense management
  • Performance management
  • Response management and issue resolution
  • Reporting and analytics
  • Help desk support
  • Mentoring and training

As MSP, CAI serves as the prime contractor on all staff augmentation and SOW engagements. In turn, CAI subcontracts the work to its subcontractor network. CAI maintains a large subcontractor network to deliver staff augmentation and SOW work.
