Overview

The commonwealth's contract with Northrop Grumman – the Comprehensive Infrastructure Services Agreement (CIA) - for information technology (IT) infrastructure services expires July 1, 2019. VITA must prepare, seek input, consider options and develop recommendations to ensure continuity and reliability of IT infrastructure services leading up to and through that date. The development of recommendations is VITA's top priority for 2015 and must be accomplished with help from its stakeholders. VITA competitively procured sourcing advisory consulting services with Integris Applied for the purposes of assisting with this phase in 2015.

VITA and the commonwealth require a strategy for the IT enterprise across state government that accounts for needs, cost, performance, flexibility, standards and security. This new strategy must consider:

  • Needs and wants of commonwealth agencies, and the expectations of the citizens they serve
  • Innovative services and capabilities in the marketplace
  • New delivery models, industry standard contract terms and current pricing
  • VITA's existing contract with Northrop Grumman

The development and implementation of a recommendation for the commonwealth's future technology enterprise is a journey. This engagement is more than a transaction – it is a change management program in a large, complex political environment. IT and business leaders from agencies and the commonwealth must play a role throughout the process, as there will be tradeoffs. VITA will look for short term wins along the way.

Commonwealth Engagement

VITA recognizes that one of the most critical success factors for this change initiative is outreach and engagement across the commonwealth.

Toward that end, VITA established an IT Sourcing Steering Committee, comprised of stakeholders representing agency and commonwealth needs, financial and policy matters, and feasibility of implementing recommendations. This committee meets monthly to provide input and guidance to reports as they are being developed and finalized by VITA and Integris Applied. In addition, VITA is continually providing communication to stakeholders via existing forums such as CIO Council, AITR meetings, ITAC, newsletters, and this website.
