E-Rate funding year 2021

The E-Rate program (i.e., Universal Service Schools and Libraries Program) allows schools and libraries to make purchases of Internet access, telecommunications services, and related equipment at significantly discounted rates (20% to 90%).

In order to apply for E-Rate discounts using VITA state master contracts, you should: 

  • Use the VITA FCC Form 470 (for those for which VITA filed one).
  • If you use VITA state master contracts for E-Rate, you do not have to do an FCC Form 470 and wait 28 days.  You can do a “mini-bid” and save time and resources. The mini-bid procedure is on the Virginia Department of Education E-Rate web page under Step 2.
  • File an FCC Form 471.

VITA Contracts for E-Rate Eligible Services

VITA has pre-qualified some of its contracts (i.e., “state master contracts”) with a Form 470 so you don't have to file your own.  Such state master contracts include those for Category 1 services such as the VITAnet contracts (contract numbers VA-151028-CTL and VA-151028-MCI) and a number of Broadband Internet contracts. When you use VITA's Form 470 (numbers shown below) there is no need to wait 28 days to file your Form 471.

Note that VITA does not plan to have contracts for E-Rate Category 2 services (i.e., “internal connections”) available in time for the upcoming filing window and schools and libraries should follow guidance from the Virginia Department of Education (VDOE) regarding identifying valid sources of E-Rate Category 2 services for Funding Year 2021.  VITA will have state master contracts for Category 2 services for future funding years, but not Funding Year 2021..

Below is a table of VITA's most popular contracts for E-Rate category 1 services and the information needed for block five on Form 471. This is followed by information on VITA’s popular broadband Internet services contracts. Please note: there is no Form 470 on file for VITA’s contract for local telephone service from Verizon Virginia (VA-170929-VZVA) so any entity wishing to use it for E-Rate eligible services would need to file its own.

VITA Broadband Internet Contracts

VITA filed FCC Form 470 #200000187 for the contracts listed below.  Even though the contracts may show an expiration date of June 30, 2021, VITA is exercising one of serveral available renewal periods through at least June 30, 2022 prior to the upcoming 2021 E-Rate “filing window”. These contracts are designed to be used for the upcoming 2021 funding year as explicitly described in the original RFP and resulting contracts.

Each supplier agrees to provide service at contract rates to Virginia government entities, including all public bodies.

Note:  In order to use these contracts for E-rate purposes, schools and libraries must complete a new process for becoming a “Direct Service Plan (DSP) Participant.”  To request DSP Participant status and use VITA’s Broadband Internet contracts to be billed direct by broadband providers for E-rate Eligible Services, submit an E-mail message to SCMInfo@vita.virginia.gov requesting DSP Participant status as an E-rate applicant.  VITA will contact you with a form to complete and further instructions for ordering services.
