VITA assists Virginia emergency services with cost recovery, strategic planning and the Public Safety Answering Point Grant Program.
The Public Safety Communications Division provides three E-911 Emergency Services. These services are Commercial Mobile Radio Services (CMRS) Cost Recovery, E-911 Strategic Planning, and the Public Safety Answering Point (PSAP) Grant Program. Each of these services are idenitifed in Code and support the efforts of the E-911 Services Board (the "Board").
Pursuant to Code of Va. § 56-484.17, CMRS providers with customers whose place of primary use is within the Commonwealth are eligible for wireless E-911 services cost recovery.
Pursuant to Code of Va. § 56-484.14 the Board is responsible for developing E-911 strategic planning. Once approved, supporting planning activities are carried out by the Public Safety Communications Division.
Pursuant to Code of Va. § 56-484.17, 10 percent of the E-911 Wireless Fund shall be distributed to PSAPs or on behalf of PSAPs based on grant requests received by the Board each fiscal year.
Only CMRS providers with customers whose place of primary use is within the Commonwealth are eligible for wireless E-911 cost recovery. All 9-1-1 stakeolders are eligible to participate in E-911 Strategic Planning. Any Virginia primary PSAP that supports wireless E-911 is eligible to apply for and receive funds from the PSAP Grant Program.
CMRS Cost Recovery helps CMRS providers offset the cost of maintaining wireless E-911.
E-911 Strategic Planning provides scope and direction to enable the Public Safety Communications Division to assist the Board in improving E-911 capabilities statewide.
The PSAP Grant Program provides funding to Virginia primary PSAPs, above what is available locally, to purchase equipment and services that support the continuity and enhancement of wireless E-911.
Having these services provided on a centralized, statewide level is a more cost effective strategy than providing them on a local government level. At this time, no metrics are captured on the E-911 Emergency Services described above; however, an Annual Report is required by Code.
No prior knowledge is needed to utilize E-911 Emergency Services and staff from the Public Safety Communications Division is available to provide assistance in accessing the services.
