Purpose: This chapter covers both policies and guidance for competitive sealed bidding and the invitation for bid (IFB) procurement method used in the acquisition of information technology (IT) goods and services, excluding professional services.
In competitive sealed bidding, it is important that the IT goods or services being procured are capable of being specifically described so that bids can be evaluated against the description in the IFB. Terms and conditions in an IFB are non-negotiable. It is imperative that the IFB include all mandatory, statutory, special IT and other terms and conditions required by the Commonwealth and by the procuring agency.
Public opening and announcement must be made of all bids received.
Award is made to the lowest responsive and responsible bidder.
