The Virginia Base Mapping Program (VBMP) acquires statewide aerial photography on a four year cycle for Virginia. VBMP imagery was acquired in 2002, 2006/2007, 2009, 2011, 2013, 2015 and 2017. The orthophotography program was established to promote effective and economically efficient development and sharing of spatial resources across the Commonwealth. The Commonwealth of Virginia also sought to establish a consistent foundation or base map resource upon which local government spatial data, applications and GIS could be consistently developed and maintained. Virginia is now committed to sustaining this program through regular updates of the photography. The program is funded through a combination of sources including the Virginia Wireless E-911 Board, state agencies and revenue from sale of the data.
"Any determination of topography or contours, or any depiction of physical improvements, property lines or boundaries is for general information only and shall not be used for the design, modification, or construction of improvements to real property or for flood plain determination." Subsection C of § 54.1-402
VGIN is required (by Item 424B of the Appropriations Act) to establish a payment schedule for VBMP products. This payment schedule is for VBMP Orthophotography and Digital Terrain Model (DTM) and is effective March 1, 2014. Data is available for all acquisition years (2002, 2006/07, 2009, 2011 and 2013). The data can be provided as follows at the indicated rate:
1. Statewide coverage or single acquisition year: $300 (MrSID or GeoTIFF format)
2. Single jurisdiction or portion of a jurisdiction: $90 (MrSID or GeoTIFF format)
3. Custom orders: price quotations provided ahead of time
DTM (MicroStation dgn format) may be included upon request.
Customers must provide their own media which must be suitable and appropriately sized for their order. Additional processing time at $60/hour may be accrued if media is not suitable or functioning properly.
1. The most recently acquired VBMP orthophotography (currently 2013) may not be redistributed except by VGIN or a locality.
2. All other geospatial data, including data derived from the VBMP orthophotography (contours, planimetrics, etc.), will be provided in accordance with the Freedom of Information Act (§2.2- 3700 et seq.) at the cost to reproduce.
3. In accordance with §54.1-402 of the Code of Virginia, the following disclaimer applies to this data: “Any determination of topography or contours, or any depiction of physical improvements, property lines or boundaries is for general information only and shall not be used for the design, modification, or construction of improvements to real property or for flood plain determination”
VGIN is committed to flying the Commonwealth of Virginia through the VBMP program in the 2017-2020 cycle. Fugro Geospatial, Inc. was awarded the contract for aerial photography for this cycle. In 2017, VGIN will be flying the eastern third of Virginia at one foot resolution, with options for localities and other interested parties to upgrade resolution or purchase other optional products through the state contract. The middle third of Virginia will be flown in 2018 and the western third in 2019. Information sessions will be held in locations around Virginia in the months of October and November 2016. AECOMM will be providing external quality control for the 2017 orthophotography.

The 2011 Virginia Base Mapping Program flights have been completed and data has been delivered to participating jurisdictions. This licensed data is available to purchase and the data is also available for viewing through a free web service hosted by VGIN.

2011 Orthophotography Photo Centers West- flights for 2011 were completed in May 2011 and this shapefile contains photo centers and dates for each exposure in the Western project area.
2011 Orthophotography Photo Centers East- this shapefile contains photo centers and dates for each exposure in the 2011 Eastern "off-year" flights.
On December 23, 2008, the Commonwealth of Virginia contracted with the Sanborn Map Company for the period of 2009 - 2012 to provide aerial data acquisition, ground control, aerotriangulation, DTM, and digital orthophotography.
200 scale, 1 foot pixel resolution orthophotography will be provided as the base product from VGIN with optional upgrades to 100 scale, 6 inch and 3 inch pixel resolution orthophotography. Other upgrade options include contours, structure planimetrics, and LiDAR. The eastern half of the State was flown during 2009 and the western half during 2011 (see link to map below for exact areas).

In the spring of 2006, the Commonwealth of Virginia, through the Virginia Geographic Information Network Division (VGIN) of the Virginia Information Technologies Agency (VITA) contracted with the Sanborn Map Company to provide aerial data acquisition, ground control, aerotriangulation and development of statewide DTM and digital orthophotography.
Approximately 15% of the State was acquired in the year 2006 and the balance in 2007. All data acquired in 2006 is jurisdiction based and has been delivered to VGIN. The data acquired in 2007 includes overlap along the boundaries of jurisdictions captured in the previous year 2006. This ensures each jurisdiction has full coverage from either Year 2006 or 2007, without "mixing" imagery vintage along the edge of a jurisdiction. The 2007 data is currently being delivered to VGIN and delivery should be complete sometime during late spring / early summer of 2008.

Each locality was then offered the opportunity to upgrade to two additional products. They could choose to add contours or building planimetrics. The resolution of the upgrades was dependent on the resolution of the orthophotography chosen.

On January 29, 2002, the Commonwealth contracted with VARGIS LLC. of Herndon, Virginia to produce full color, leaf-off, digital orthophotography for the entire land base of Virginia. The imagery was developed at one of 3 scales:
The extent of each scale was initially determined by evaluating population and housing densities to determine those areas that would be flown for 1:4,800 and 1:2,400 scale imagery. Each locality was then offered the opportunity to upgrade the scale of imagery in their locality by providing the cost difference between what the program would have paid and the cost of their optional upgrade.
