Tier 3 storage service is provided as a low-cost, rarely-accessed data repository in support of a business or regulatory need, but without the availability or backup-restoral capability as production level data. Tier 3 storage is not designed to support latency-sensitive applications such as online transaction processing.

Typical performance characteristics:

  • Elapsed time between 'when an operation (read file or write file) is requested and when the operation begins' is about 10 seconds on average
  • The maximum expected peak throughput is up to 50 MB per second with actual throughput dependent on client connectivity.
  • An initial data set load data is the basis for the original data. Changes or 'snapshots' to that original data set are taken periodically.
  • A snapshot of customer data is taken once per day and retained for 15 days. Snapshots consist of changes to the initial original data set.
  • The snapshot performed on the first calendar day of each month is retained for 12 months.
  • A complete, up-to-date data set consists of the initial data let load plus all retained monthly snapshots plus snapshots from the previous 15 days.

Use of Tier 3 storage that is not consistent with the service description will be reviewed by VITA for cancellation or conversion to Tier 1 or Tier 2 SAN storage, consistent with the customers use patterns, and priced accordingly.

Additional Fees: Service request may also include "nonrecurring" implementation fees to cover labor and setup costs.

How to Order

Effective 12/15/18, this service can be ordered from the VITA Service Catalog in the new VITA Service Portal. To submit your request:

  • Customers who have Commonwealth of Virginia (COV) accounts (including executive branch agencies) should access the VITA Service Catalog via the VITA Service Portal to place service requests using the automated form provided in the catalog.
  • Customers who do not have COV accounts (including some local government customers) or customers who are unable to gain access to the portal may order the service by sending an e-mail to the VITA Customer Care Center (VCCC) services desk at Please include the following information:
    • The words "Service request" in the "Subject" line
    • The name of the service being ordered
    • The quantity desired (if applicable)
    • Any other information you deem relevant

If you are uncertain as to whether you have a COV account, start by trying to access the VITA Service Portal. If you are unable to do so, then use the email-to-the-VCCC method.
