Description:

The AIS Database (AIS-DB) service is currently only offered to support other AIS Services. The AIS-DB service is available to customers to use in combination with the following AIS services:

•      Application Messaging (AM) 
•      Business Rules Management (BRM) 
•      Enterprise Service Bus (ESB) 
•      AIS Application Server (AIS-APPSVR)

The AIS-DB service is implemented on Oracle's Real Application Clusters (RAC) platform and provides a highly-available database administered and maintained by VITA. The AIS-DB service includes Oracle Clusterware, a clustering software which allows multiple individual servers to act as a single server. The AIS-DB service also comes with Oracle Advanced Security, which provides encryption of data at rest using Transparent Data Encryption and encryption of data in transit using Oracle native encryption SSL.

Pricing

Pricing for the AIS-DB service is based on a combination of database use and storage charges.  The AIS team will collaborate with each customer to define the optimal configuration based on agency needs.

Database

Database pricing is based on database time (DB Time) in seconds. DBtime is the unit of measure for the software and support included with the AIS-DB service.  DBtime is calculated based on the DBtime metric reported by Oracle Enterprise Manager.

Storage

Storage is based on storage allocated to the customer databases.

Storage Area Network (SAN) rates are based on the VITA service catalog pricing.  

  • Tier 1 SAN is normally utilized for production and Tier 2 SAN is normally used for non-production. 
  • Disaster recovery is an option for customers on Tier 1 SAN storage.

New customers to the AIS-DB service are offered a discounted introductory rate for non-production AIS-DB instances. The introductory rate applies until the first production AIS-DB instance is deployed or for the first year of utilizing the service in non-production mode, whichever comes first. The introductory rates are converted to standard rates at that time.

How to Order

Effective 12/15/18, this service can be ordered from the VITA Service Catalog in the new VITA Service Portal. To submit your request:

  • Customers who have Commonwealth of Virginia (COV) accounts (including executive branch agencies) should access the VITA Service Catalog via the VITA Service Portal to place service requests using the automated form provided in the catalog.
  • Customers who do not have COV accounts (including some local government customers) or customers who are unable to gain access to the portal may order the service by sending an e-mail to the VITA Customer Care Center (VCCC) services desk at vccc@vita.virginia.gov. Please include the following information:
    • The words "Service request" in the "Subject" line
    • The name of the service being ordered
    • The quantity desired (if applicable)
    • Any other information you deem relevant

If you are uncertain as to whether you have a COV account, start by trying to access the VITA Service Portal. If you are unable to do so, then use the email-to-the-VCCC method.

The AIS-DB service will benefit the customer by :

  • Providing rolling upgrades for both system and hardware changes without interrupting the service. 
  • Constantly checking the AIS-DB for compliance against the industry best standards recommended by Oracle.  Each database has "DB, Extended" audit enabled and logs kept per each customer requirement. All SYSDBA logins are monitored and audited.
  • Allowing Oracle ASM to be configured for high performance (IOPS in excess of 15000),
  • Utilizing the Oracle Resource Manager preventing the server from going down or hurting the performance of other databases.
  • Utilizing Oracle Flashback technology to provide additional flexibility in handling online recovery options

The introductory rate applies until the first production AIS-DB instance is deployed or for the first year of utilizing the service in non-production mode, whichever comes first. The introductory rates are converted to standard rates when a production instance is deployed or after one year in non-production mode.

The DB Time is measured and grouped at the database service level using Oracle Enterprise Manager metrics. The DB Time = DB CPU + Non-Idle wait time where:

  • DB CPU is the CPU consumption by all Oracle server processes.
  • The Non-idle wait time is the time an Oracle process is waiting on others (client, disk etc.) to complete database CPU cycles. 

Yes. The AIS-DB service is compliant with COV security standards and best practices. Tablespaces within databases can be encrypted to provide security of data at rest. Oracle Native SSL encryption secures data in motion.

Databases implemented within the AIS Oracle Database service are monitored and administered as a benefit of using the service. This includes patches and security releases.

Agency DBAs will have access to their own application schema using their desktop client tools. VITA-AIS DBAs facilitate Agency users' connections through Oracle Connection Manager. All patches and security updates will be done by VITA-AIS.

Multiple environments, such as development, test, UAT and production can be implemented to fully support customer needs.

VITA AIS architects and subject matter experts will work with customers to develop a solution that integrates into the AIS middleware environment. Customers are always responsible for application development. The AIS team will collaborate with your staff and provide guidance to ensure that the implementation is carried out utilizing industry best practices.

The service is available to all executive branch agencies.

The infrastructure for this service is managed by Application Integration Services (AIS), a group within VITA that provides secure hosting and integration services for agency applications. In addition to the service, AIS provides the security, architecture expertise and application monitoring for the service infrastructure. AIS also provides 24X7 support for the production and non-production environments.
