The commonwealth's contract with Northrop Grumman – the Comprehensive Infrastructure Services Agreement (CIA) - for information technology (IT) infrastructure services expires July 1, 2019. VITA must prepare, seek input, and transition services to ensure continuity and reliability of IT infrastructure services leading up to and through that date. The development of recommendations is VITA's top priority for 2015 and was accomplished with help from its stakeholders. VITA competitively procured sourcing advisory consulting services with Integris Applied for the purposes of assisting with this phase in 2015.
VITA and the commonwealth require a strategy for the IT enterprise across state government that accounts for needs, cost, performance, flexibility, standards and security. The new strategy considers:
The development and implementation of this strategy for the commonwealth's future technology enterprise is a journey. This engagement is more than a transaction – it is a change management program in a large, complex political environment. IT and business leaders from agencies and the commonwealth must play a role throughout the process, as there will be tradeoffs. VITA will look for short term wins along the way.
