Hosting Services

eGOV hosting services statewide contracts have been awarded to three suppliers to provide agencies with additional choices in scalable hosting solutions for Web and non-Web-based applications and data. There are no restrictions or limitations for non-executive branch agencies or other public entities. Use of these contracts by executive branch agencies is subject to VITA governance policies detailed herein; for those agencies, hosting under this contract includes but is not limited to the following:

  • Development and test environments
  • Small, business specific applications not otherwise available
  • Unique business need not suitable to CESC (e.g., resource-intensive research)
  • Large, static storage (e.g., GIS)
  • Non-sensitive data
  • Non business critical function

Agencies and other public bodies may request assistance from VITA in evaluating their eGOV needs and determining when and how to use the new statewide hosting contracts. Please contact your VITA customer account manager and/or contact VITAeGOVquestions@vita.virginia.gov.

    • This form should be used for hosting requests that meet the following COV/VITA governance policies:
      • Development and test environments
      • Small, business specific applications not otherwise available
      • Unique business need not suitable to the Commonwealth Enterprise Solutions Center (CESC) (e.g. resource-intensive research)
      • Large, static storage (e.g. GIS)
      • Non-sensitive data
      • Non-business critical function
  • The three eGov hosting vendors provide agencies with additional choices in scalable hosting solutions for Web and non-Web-based applications and data. Use of these contracts by executive branch agencies is subject to the VITA governance policies. There are no restrictions or limitations for non-executive branch agencies or other public entities.

  • eGov Hosting Annual Renewal form
    • Agencies that have active hosting agreements are required to submit this form each year for each active agreement
  • Sample Network Diagram 
    • Include technical drawings depicting the set-up, including port numbers where possible

Evaluation and Ordering Steps

(Note: Steps 3-7 below may proceed simultaneously)

  1. Customer identifies need for eGOV hosting service
  2. Customer contacts supplier(s) to request proposal based on agency needs
  3. Customer receives quote/proposal from supplier
  4. Customer obtains eGov Hosting Request form
  5. Customer completes VITA Hosting Request form, with the supplier, along with a network diagram; View sample network diagram, and submits the quote/proposal to eGOVquestions@vita.virginia.gov 
  6. VITA Hosting Governance group reviews and decisions within 10 business days
  7. Customers agency and supplier work together to create an official Statement of Work complete with deliverables, timing and cost 
  8. Customer creates "R" coded eVA requisition, to agreed supplier, including statewide contract number and request form number
  9. eVA requisition automatically goes to VITA Hosting Governance group for approval (pro-forma)
  10. After approval, eVA requisition goes back to customer buyer and follows customer approval steps
  11. Customer processes eVA purchase order to supplier
  12. Annually, customer is required to submit the eGOV Hosting Annual Renewal form to validate that the standard COV security and SEC 501 requirements are being maintained.

Governance Components

VITA is providing an alternative for agency hosting requirements. However, to take advantage of the alternatives, the agency must still comply with the COV SEC501 Security Standard. Thus, if choosing an alternative to the VITA/CESC environment, an agency must supply pertinent information in respect to the data and configuration of the proposed hosting solution.

Knowledge gained through the life of the Virginia Interactive (VI) contract has provided many opportunities for improvement. Outside of new security standards or policies that have rolled since the VI contract inception, the business ownership and accountability of the business process and data protection is more important than ever. As part of oversight, VITA will govern such hosting endeavors to ensure that the agency maintains application and business process ownership.

Upon entering a hosting alternative, the agency is responsible for completing a form describing the type of data and proposed hosting solution for their requirement. The agency and its Information Security Officer (ISO) will be responsible for annual submission of this form. VITA governance approval is highly dependent on the type of data being utilized and the network segments being transverse. For example, if sensitive data is being used and the data is making multiple hops in and out of the MPLS, the approval request will likely not be approved. VITA will decision all request forms within 10 business days.

Hosting FAQs

Can I use any of the three contracts?

Yes; agencies and other public bodies may use any of the three new statewide contracts for hosting services.

What is the main difference between the contracts?

The difference lies in the data center infrastructure environment offered by each supplier. Across the three suppliers, data centers with four levels ("tiers") are available: Tiers I, II, III and IV. The data center tier standards are the result of standardized methodology used to determine availability in a facility – a metric which is helpful in anticipating downtime, measuring performance and calculating return on investment.

The tiers describe the availability of data from the hardware at a location, taking into consideration such factors as redundancy, fault tolerance and uptime. The higher the tier, the greater the availability. The simplest is a Tier 1 data center, which is basically a server room. The most stringent level is a Tier 4 data center, which is designed to host mission critical systems. The supplier should be selected depending on what is needed by the agency.

Who solicits proposals from the supplier?

Agencies and other public bodies contact the supplier(s) and request proposals for the specific solution needed.

Who places the supplier order?

Agencies and other public bodies place an order in eVA for the desired services from the desired supplier.

What information is needed on my eVA order?

eVA requisitions for hosting services need to be "R" coded. Include the statewide contract number for the selected supplier, and attach the completed eGov Hosting Request form.

Is VITA involved in the ordering process for hosting services?

Yes; the Code of Virginia required that VITA govern the security of the commonwealth network and data. In that regard, executive branch agencies are required to complete the VITA Hosting Request form and submit it to eGOVquestions@vita.virginia.gov. VITA will evaluate the hosting solution in its compliance to SEC501 and provide feedback to the agency.
