Special VITA Requirements for Orders and Contracts Funded by the American Recovery and Reinvestment Act of 2009 (ARRA)
Effective immediately, VITA provides the following requirements for all orders placed under VITA statewide contracts and for all VITA-delegated procurements funded in whole or in part by ARRA funds:
In any order placed by an Authorized User under any VITA statewide contract or in any IT procurement where VITA has delegated procurement authority to an agency, and such order or VITA-delegated procurement is funded in whole or in part by recovery funding under the American Recovery and Reinvestment Act of 2009, the ARRA Terms and Conditions, found at the link below, must be incorporated in the order or delegated procurement's solicitation/contract document.
In any request placed by an agency or institution against the Comprehensive Infrastructure Agreement (CIA) between VITA and Northrop Grumman (NG), when such request is funded in whole or in part by recovery funding under the American Recovery and Reinvestment Act of 2009, the ARRA Terms and Conditions, found at the link below, must be incorporated in the request. Further, the mandatory statement in the next bullet item must be clearly highlighted on the request. Additionally, any specific reporting requirements must be clearly provided on the request and communicated as necessary to ensure NG fully understands all required reporting compliance instructions.
The following statement must be included in the comments section of the related purchase order and/or the solicitation/contract document: "This purchase is funded through the American Recovery and Reinvestment Act of 2009 (ARRA) and the attached ARRA Terms and Conditions apply."
Authorized Users are responsible for incorporating into the order, and agencies into a VITA-delegated procurement's solicitation/contract document, any other Federal terms and conditions specific to that procurement's funding requirements; e.g., Federal agency specific or grant-related, etc.
Authorized Users placing any order under VITA's statewide contracts do not need to post the ARRA-funded order on eVA's VBO, since VITA's statewide contracts were competitively awarded.
For VITA-delegated IT procurements, agencies must post on eVA VBO all ARRA-funded procurement transactions in accordance with ARRA posting requirements located at:

Authorized Users placing any order under VITA's statewide contracts and agencies awarding any VITA-delegated IT procurement must comply with all reporting requirements for recovery-funded procurement transactions per Commonwealth guidance at:
