VITA is implementing certain procurement process changes that will take effect July 1, 2006. On that date, all IT infrastructure (in-scope) requests for executive branch agencies will be routed to VITA to ensure appropriate handling of acquisitions, correct billing, and coordination with the Commonwealth's IT transformation partner, Northrop-Grumman. The principal change is to reduce previous delegation of procurement authority for infrastructure purchases totaling less than $5,000 to $0. For executive branch agencies and non-exempt institutions of higher education, changes in eVA will facilitate the routing of IT non-infrastructure procurements exceeding delegated authority to VITA.
July 1 marks the planned service commencement date of VITA's partnership with Northrop Grumman. At that time, Northrop Grumman will assume technical and operational responsibility for current IT infrastructure services for executive branch agencies, including ordering of infrastructure IT goods and services. These changes will help the Commonwealth develop an agile and reliable IT infrastructure.
