The cities of Alexandria, Richmond, Hampton, Chesapeake, Roanoke, Charlottesville, Lynchburg and Blacksburg have been honored as among the most technology-advanced cities in the United States by the Center for Digital Government and the National League of Cities in the 2006 Digital Cities Survey. Alexandria and Roanoke ranked first in the nation in their respective population categories. These outstanding Virginia cities are being honored today at a special awards ceremony in Reno, Nevada.

Virginia received three honorable mentions in the prestigious National Association of State Chief Information Officers (NASCIO) 2006 awards program. VITA's Jerry Simonoff recently presented the awards to Chris Essid, Commonwealth Interoperability Coordinator, for the state's interoperability program, and Bo Willis and Todd Richardson of the Department of Mines, Minerals and Energy for both their mine mapping and electronic permitting programs. The Commonwealth's winning projects were chosen for recognition out of a record 139 submissions from 33 states.

Reese is Vice President of Corporate Services and Chief Information Officer of Sentara Healthcare in Norfolk, where he developed a strategy to integrate electronic health records that bridge patients at home, physicians' practices, hospitals, home care and long-term care.

Governor Timothy M. Kaine announced today that the Virginia Department of Social Services (VDSS) has been honored with a first place award in the "Government to Government" category of the national 2006 Digital Government Achievement awards sponsored by the Center for Digital Government. In addition, the state's Web portal, Virginia.gov, was ranked fourth in the nation in the Center's "Best of the Web" category. VITA manages the state's Web portal and e-government applications through a public-private partnership.
"I am pleased that Virginia continues to be a national leader in innovation and Internet-based customer services," Governor Kaine said. "Technology can make government more accessible to our citizens, and I am proud that Virginia is leading the way."

The Commonwealth's Information Technology Investment Board (ITIB) submitted the Recommended Technology Investment Projects Report (RTIP) for 2006 on Thursday, August 31, 2006 . The report was delivered, as required by the Code of Virginia, and placed increased emphasis on IT projects offering enterprise solutions and opportunities for collaboration with a core recommendation to provide new or continued funding for the 49 projects outlined in the report.

VITA successfully transitioned responsibility for IT infrastructure services delivery to Northrop Grumman . Northrop Grumman welcomed more than 550 VITA employees who accepted enhanced job offers in the first phase of the job offer period. Northrop Grumman is providing services such as desktop support, help desk, network, and voice and data to state agencies with VITA and Information Technology Investment Board (ITIB) oversight. VITA and Northrop Grumman will transform state government IT over the next three years.

The Virginia Secretary of Public Safety's office will host a Public Safety Supplier Diversity Fair in Hampton Roads to strengthen procurement opportunities with small, women and minority-owned businesses. Governor Tim Kaine and representatives of Northrop Grumman, VITA and Chesterfield County today broke ground for the new Commonwealth Enterprise Solutions Center at Meadowville Technology Park in Chesterfield County. The facility is being constructed as part of the 10-year, $2 billion IT Infrastructure Partnership between VITA and Northrop Grumman. It will house more than 600 VITA and Northrop Grumman employees when it opens late next year.

The Virginia Information Technology Investment Board (ITIB) has approved the Commonwealth Strategic Plan for Information Technology for 2007-11. The plan includes the following:
Strategic Mission The mission of information technology within the Commonwealth is to maximize the use of technology to enable, enhance and sustain the delivery of Commonwealth services.
Strategic Vision The vision for information technology within the Commonwealth is to be a trusted, agile partner in delivering and transforming Commonwealth services that consistently exceed customer expectations.
Strategic Goals
Goal 1 – Increase accessibility to government
Goal 2 – Facilitate IT collaboration and partnerships
Goal 3 – Ensure a trusted and reliable technical environment
Goal 4 – Create a reputation of performance for technology
Goal 5 – Increase workforce productivity through the use of technology
The intent is to help tie together the Commonwealth's long-term objectives and IT strategic plan, IT portions of secretariat and agency strategic plans, the budgeting process, and the Recommended Technology Investment Projects (RTIP) report that will be submitted to the Governor and General Assembly this fall. More than 150 people from a wide variety of stakeholder groups, including government, higher education and industry, provided input for the plan.

On March 28, 2006 the second of eight Enterprise Technical Architecture (ETA) Domain reports was posted to the Online Review and Comment Application (ORCA) for a 30 day review period. Agency and public comment are essential to the development and implementation of the Enterprise Architecture. After the comments are reviewed, the next step will be to extract all of the Requirements and Product Standards within the eight ETA Domain reports and combine them into a single Enterprise Technical Architecture Standard.

Through the dedicated efforts of VITA's technical engineers, the annual 72-hour mock disaster recovery test was successfully completed April 7 - 9, 2006. The purpose of the test is to assure VITA's ability to recover computer systems and to continue to provide predefined critical services in the event of a disaster at our data center. Agencies participating in this year's test included: DOA, VEC, DSS, TAX, VDOT, DHRM, TREASURY, VRS, DMV, DOC, DMAS, and SCC.

Agencies that receive federal funding are invited to send staff to a discussion of VITA's regionalization concept and the move to service-based billing as it relates to federal grants. Two sessions are scheduled, one from 2:00 p.m.-4:00 p.m. on Monday, February 27, and the second from 9:00 a.m.-11 a.m. on Tuesday, February 28, at VITA Central, 110 S. 7th St., Richmond, Virginia.

State agency heads, Agency Information Technology Resources (AITRs), and other state leaders attended an information-sharing session to learn more about the direction of VITA, IT topics of concern to agencies, and the interim IT infrastructure partnership agreement with Northrop Grumman. The session was held on Thursday, February 16, 2006, at Library of Virginia, Lecture Hall.

Virginia Information Technologies Agency made a presentation to the Commonwealth of Virginia Internal Auditors and Information Security Officers on Wednesday, February 15, 2006. The presentation covered the VITA information technology infrastructure partnership, regionalization, finances, security initiatives and audit coordination. The meeting was held at VITA Central in Richmond, Virginia.

The Information Technology Investment Board (ITIB) and committees will be meeting over a two day span this week beginning on Wednesday, February 8th and ending with the full board meeting on Thursday, February 9th. All meetings will be held in the VITA Operations Center, 110 South 7th Street, Richmond, Virginia.

Members of the Information Technology Investment Board (ITIB) and other stakeholders held a two-day retreat January 11-12, 2006 to develop a Statewide Information Technology Strategic Plan. Using input from 130 stakeholders, the team drafted mission, vision, goals, objectives, measures, and initiatives. A work group will continue to adjust and prepare the draft for additional input before the plan is finalized.
