The Commonwealth's Information Security Officers Advisory Group (ISOAG) meeting was held Dec. 18 with 80 participants from the executive branch (including higher education), judicial and legislative branches of government, independent agencies and localities. Keynote presentations included those by the Information Risk Executive Council on their service offering as well as the Department of Accounts on assistance to small agencies on building, documenting or auditing their information security program. Other topics included handling information security incidents, 2008 Commonwealth Information Security Report, and requiring social security numbers. The session was hosted by Commonwealth Chief Information Security Officer Peggy Ward and VITA. The next meeting is Wednesday, Jan. 28 from 1:00-4:00 p.m.

Governor Timothy M. Kaine announced today that Virginia has received first place honors in the nation for information security and technology management from the National Association of State Chief Information Officers (NASCIO) at its 20th annual Recognition Awards program. The Commonwealth’s groundbreaking partnership between the VITA and Northrop Grumman was rated best in the nation in the NASCIO category Enterprise IT Management Initiatives. The 10-year, $1.9 billion partnership modernizes the Commonwealth’s IT infrastructure, including computers, networks and e-mail, at 85 agencies to improve government services.
Virginia’s “Interlocking Spheres of Collaborative Protection” program received top honors in NASCIO’s Information Security and Privacy category. The comprehensive program strengthens the security of sensitive citizen information across all branches of government. In addition to taking top awards in two of ten award categories, the Commonwealth also was honored as a finalist for the Virginia Department of Human Resource’s Knowledge Center in the Data, Information and Knowledge Management category.
On Sept. 17 the 10 most tech-savvy states in the nation were announced by e.Republic’s Center for Digital Government, a national research and advisory institute focused on information technology (IT) policies, and best practices in state and local government. The Commonwealth of Virginia was ranked third. States with the most advanced use of technology were ranked as a result of the Center’s 2008 Digital States Survey, a comprehensive biannual review of digital solutions and best practices among state governments.
The State Board of Elections has an online tool that allows Virginians to check their registration status and the location of their polling place. The link can be found on the state board's home page. After clicking the check mark icon, voters can enter their name and birth date to get specific information about their registration status, districts and driving directions to their polling place. The tool can help prospective voters make sure they are registered and ensure that they go to the proper polling place on Election Day. Oct. 6 is the last day to register to vote to be eligible for the Nov. 4 general election.
State Board of Elections Web siteA Digital Communities best practices webinar produced by the Center for Digital Government Sept. 16 was led in part by Loudon County staff, in recognition of the county's first place ranking in the 2008 Digital Counties Survey. In addition to Loudon County, which was ranked best in the nation in the 250,000-499,000 population category, five other Virginia counties also placed in the Top 10 in their respective population categories: Fairfax, #3, 500,000+; Prince William, #6, 250,000-499,000; Roanoke, #2, 150,000-200,000; Gloucester, #4, and Albemarle, #9, <150,000. A case study featuring the Virginia Information Technology Infrastructure Partnership with Northrop Grumman is included in a new briefing paper published by the Information Technology Association of America (ITAA). The ITAA paper reports on managing the state technology agenda during periods of declining state revenues. The paper reports the public-private partnership "has helped Virginia make great progress in developing a reliable and agile IT infrastructure for state government, bringing high-tech jobs to an economically challenged region of the state, securing sensitive information and assets, and implementing best practices for IT service delivery and support." Winning entries in eight categories were presented, including honorees from local government, higher education, state entities and telework practictioners. This awards program honors outstanding achievements and recognizes innovative technology initiatives in the public sector throughout the Commonwealth of Virginia. Following the awards ceremony, the Governor received an award on behalf of the Commonwealth of Virginia, for its 2008 first place rank in the national Best of the Web contest. The Southwest Enterprise Solutions Center (SWESC), along with two area grocery stores, donated approximately 200 pounds of food to the Second Harvest Food Bank during the early August food drive in southwest Virginia. This food drive was in conjunction with the one held at CESC in July which contributed 215 pounds of food for the Central Virginia Food Bank.

Virginia’s official state Web site has been named first in the nation among the 50 states in the Center for Digital Government’s annual Best of the Web program. The winning new Web site design went live in June. It features a clean, open design and uses colorful imagery to invite participation in online services; new "Web 2.0" functionality enhances the user experience.
Virginia also received 2008 Digital Government Achievement Awards from the Center. The Department of Mines, Minerals and Energy’s e-forms initiative and the Department of Taxation’s telework program both were honored with the prestigious awards; the City of Newport News also was honored for its Open eGov program.
Virginia's state portal has been ranked in the top five of the Best of the Web standings every year that it has been eligible to compete and is the only state to be so honored. The portal was ranked first once before, in 2002, and did not compete the following year according to competition rules. Last year, the Commonwealth site was ranked third in the prestigious competition. The state portal and its effective use of digital government tools make it easier for users to conduct their business with government. Measurable cost and personnel efficiencies are realized through this strategy.

Virginia's official tourism Web site recently was named winner of The Great Travel Site Showdown sponsored by Travel 2.0, an internet tourism technology resource. Virginia Tourism pursued a grassroots campaign, spreading word of the contest to state employees, tourism organizations and others. That strategy was successful as Virginia topped Michigan in the final heat 33,129 votes to 27,698, a 54%-45% margin.
Virginia’s tourism Web site draws more than 5 million unique visitors per year and is a comprehensive travel planning resource. Tourism continues to play a critical role in Virginia’s economy, sustaining 208,000 jobs and generating $1.2 billion in state and local taxes through visitor spending of more than $17.7 billion annually.

The third annual VITA/Northrop Grumman Invitational Golf Tournament raised $19,950. This is three times the amount raised last year and the money was donated to the American Cancer Society. The tournament was held on Wednesday, June 11 at the Kiskiack Golf Club in Williamsburg.
The Associated Press ran a sweep report on Monday, July 28. This article titled “Professionals find jobs back in rural hometowns,” was featured in over seventy news outlets across the county.

Dr. Patricia Picard Cormier has been appointed to the Information Technology Investment Board (ITIB) by Governor Tim Kaine. Dr. Cormier is President of Longwood University. She has master's and doctoral degrees from the University of Virginia and a bachelor's degree from Boston University. She has also studied at Columbia University and the University of Bridgeport. Her academic specialty is health promotion and preventive health behavior.
The August issue of Government Technology includes the article "Government Tightens Its Belt: Five strategies for making dollars work harder in an era of shrinking IT budgets." Virginia is highlighted in two of the strategies. He retired from Dominion Resources as general manager of external affairs in 2000 after serving the company for 18 years. He joined Dominion Resources as director of data process planning and served in several leadership positions, including manager of data processing, systems development and support, corporate and plant security, nuclear materials, community and governmental affairs, and general manager of external affairs. Prior to joining Dominion Resources, Johnson served 20 years in state government leadership positions in Transportation, Public Safety and Computer Services.

Jerry Simonoff, VITA's Director of IT Investment and Enterprise Solutions, delivered a feature presentation on Virginia's Consolidation and IT Infrastructure Partnership via NASCIO's Consolidation and Shared Services Forum. The national conference call was held on Tuesday, June 17.
Government Computer News recently published an article citing that VITA’s consolidated data centers returned quickly in a simulated disaster test performed in April. Within the first 24 hours of the 72-hour test, all hardware in the recovery data center was up and running, and within 36 hours, 90 percent of the applications and infrastructure were running.
The Virginia Enterprise Applications Program (VEAP) is working with state agencies on a Business Intelligence initiative to purchase and standardize software. To efficiently implement the initiative, the Commonwealth and VEAP are establishing a Business Intelligence Competency Center that will align software tools to needs of the users and to help users learn about and apply the tools. VEAP has invited representatives of state agencies to a summit on June 25 in Richmond to provide them the opportunity to discuss the center’s vision, establishment, governance and performance measures.

VITA and Northrop Grumman with Governing Magazine hosted a breakfast for state agency leaders in information technology this morning. The session focused on what Virginia's changing demographics mean for the delivery of government services. The session wrapped up with Governing Editor and Publisher Peter Harkness presenting an overview of trends and impacts that state agencies may face in the delivery of services to citizens. The breakfast was held at the Omni in downtown Richmond.
Governor Timothy M. Kaine today announced the creation of his own YouTube channel on the popular online video sharing site that allows people to watch and share originally created videos. As an early adopter of the YouTube platform, Virginia is among the first states to launch a YouTube channel. The Virginia Information Technologies Agency (VITA) and Secretary of Technology Chopra's office lead the effort.

More than 250 attendees, primarily from the private sector, gathered for the all-day event sponsored by Government Technology magazine, the Information Technology Association of America (ITAA) and the Center for Digital Government. The event showcased state and local government as one of the largest and fastest growing information technology markets in the U.S.

Virginia Secretary of Technology Aneesh Chopra has announced details for the Commonwealth's 10th Annual IT Symposium, COVITS. "Delivering on the Promise" will be held at the Marriott in Williamsburg, Sept. 7-9. COVITS is the premier forum for Virginia's public and private sector IT leaders to exchange ideas on the role of technology in simplifying government operations. The 600+person conference is hosted by the Secretary of Technology on behalf of Governor Timothy M. Kaine. To strengthen the COVITS program, Secretary Chopra also announced a partnership with e.Republic, Inc., Government Technology magazine and the Center for Digital Government, divisions of e.Republic.
A meeting of the Commonwealth's Information Security Officers Advisory Group (ISOAG) was held on Wednesday, March 19 from 1:00 - 4:00 p.m. Participants at CESC included104 representatives from the executive branch including higher education, judicial and legislative branches of government, independent agencies and localities. Keynote presentations included FRAC/FIPS 201 by Mike McAllister, Office of Commonwealth Preparedness; VEAP by Peggy Feldmann, Governor's Office and the Commonwealth Information Security Council Survey results by Michael McDaniel, VRS; John Willinger, DMMHRSAS; Steve Werby, DOC; Rob Jenkins, DJJ; and John Karabaic, DMAS. Other topics included presentations on the 2008 Information Security Report to the Governor and General Assembly and Web Application Hacking Demo. The session was hosted by the Commonwealth Chief Information Security Officer Peggy Ward and VITA. The next meeting is April 8, 2008 from 1:00 - 4:00 p.m.
Secretary of Technology Aneesh Chopra recently was interviewed for an article in Government Technology. Secretary Chopra focused on successesof two public-private partnerships that benefit the state's citizens.
The General Assembly recognized VITA's efforts in achieving major milestones in the transformation of state government’s IT infrastructure. The resolution, which was introduced by Del. Sam Nixon, Chesterfield County,was adopted "Commending the Information Technology Investment Board, the Virginia Information Technologies Agency, Northrop Grumman Corporation, and the agencies and vendors for successfully moving the Commonwealth's computing and network processing center."
Computer Aid, Incorporated (CAI) is recognized for their outstanding contributions to the Governor's small-, women- and minority-owned (SWaM) business initiative. CAI manages the Supplier Managed Staff Augmentation (SMSA) program for placement of IT staff augmentation resources for the Commonwealth. Since the inception of this program in 2006, sixty percent of the Commonwealth’s spend has directly been paid to SWaM businesses.

The Virginia Department of Emergency Management (VDEM) has received positive press coverage for its development of a channel on YouTube, including a feature in today's Washington Post. VDEM is a pilot participant in Virginia's official partnership with YouTube. VITA leads the state partnership initiative with the popular video sharing site and developed the official channel for the state.
Governor Timothy M. Kaine today announced that Virginia again received the top score in the Government Performance Project’s "Grading the States 2008" report, the nation's only comprehensive, independent analysis of how well each state performs in serving the public. In the first such rating in three years, Virginia achieved an overall grade of A- for performance and an A in the information category, which encompasses information technology. The national average was B-. Virginia also received an A- ranking in the most recent "Grading the States" assessment in 2005.

The Virginia Information Technologies Agency and Northrop Grumman recently opened the Southwest Enterprise Solutions Center (SWESC), which will create more than 400 new, high-tech jobs in rural Lebanon, Russell County. The SWESC will provide help desk, back-up data center and enterprise security services as part of the $2 billion, 10-year IT Infrastructure Partnership between the Commonwealth and Northrop Grumman that is being overseen by VITA. More than 40 employees have been hired, including a recent college graduate who returned to the area and a 20-year information technology professional who is returning home.
VITA's strategic plan has been approved and published by the Department of Planning and Budget. The plan includes the agency's mission, vision, values, executive progress report, service areas list, customers, partners, products and services and more.

Read January Information Security TipsThe January Service Bulletin highlights the Commonwealth of Virginia Enterprise Web-based Learning Management System state contract and the renewal of the Commonwealth of Virginia subscription to the Information Risk Executive Council (IREC). This membership allows every Commonwealth of Virginia state and local government employee to register and use the services at no cost.
Beginning next week, laptop users with Alltel air cards should notice improved service with the addition of new preferred roaming lists (PRLs). This change will enhance the ability to roam between different wireless providers such as Alltel, Verizon and Sprint. Automatic downloads will occur from Tuesday, January 22, through Thursday, January 24. In order to receive these downloads, users must have their air cards plugged into their laptops and turned on. Users who miss the automatic downloads will be contacted by VITA to receive the new PRLs. If you have questions, please direct them to Olivia Coleman.
The Information Technology Investment Board (ITIB) and three of its committees will meet on Thursday, Dec. 17, at the Commonwealth Enterprise Solutions Center in Chester. Meetings are as follows:
8:30 a.m. -- Legislative Affairs Committee
9 a.m. -- Executive Evaluation and Governance Committee
10:30 a.m. -- IT Infrastructure Committee
1 p.m. -- ITIB All committee meetings will be in the Chesterfield Room.
The full ITIB meeting will be held in the multi-purpose room. Public comment is accepted near the end of each meeting.
The Information Technology Investment Board's Finance and Audit Committee meeting scheduled today, January 15, has been canceled because of a lack of a quorum. The meeting will not be rescheduled. Other ITIB meetings on the calendar Thursday, January 17, will be held as scheduled.
The Information Technology Investment Board (ITIB) Commonwealth IT Solutions Committee will meet at 9 a.m. on Tuesday, Jan. 15, in Suite 4079, Patrick Henry Bldg., 1111 E. Broad St., Richmond. Items on the agenda include a review of the Auditor of Public Accounts' IT Governance Report and a status update on Public-Private Education Facilities and Infrastructure Act (PPEA) proposals.
