The December edition of the VGIN News Brief focuses on the one of VGIN's top priorities for 2012, the Commonwealth GIS Clearinghouse. The GIS Clearinghouse will be an online location for searching, discovering and accessing available GIS data within the Commonwealth of Virginia. GIS data and web data services will be accessible via the web, regardless of physical location, to GIS users and citizens. The bi-monthly VGIN News Brief is one of several means of communicating the GIS coordinating activities of the Virginia Geographic Information Network (VGIN), targeting customers in local and state government, as well as academia, non-profits, federal government and the public.

Franklin, Patrick counties to deploy NG9-1-1 networks
December 15, 2011
Franklin and Patrick counties in Virginia plan to deploy next-generation 9-1-1 (NG9-1-1) networks in 2012. The two counties emergency communications systems will serve approximately 75,000 residents and join Pittsylvania County as the first NG9-1-1 networks in Virginia. The pilot project was a public/private agreement between the Virginia Information Technologies Agency (VITA), Franklin County, Patrick County and technology provider Intrado. The IP-based NG9-1-1 technology upgrades are being funded by the Virginia Wireless E-911 Services Board's public safety answering point (PSAP) grant program, administered by VITA.

Cloud Security and Compliance" was the subject of the keynote presentation by Jim Brigham of RSA. Eric Taylor, NG followed with a presentation on “Virtualizing Security Firewalls.” The session was hosted by Acting Commonwealth Chief Information Security Officer Michael Watson and VITA. The Health Information Technology Standards Advisory Committee (HITSAC) will hold a meeting on Thursday, Dec. 15. Revised EA Standard and Website Topic Report

Revisions to the EA Standard (EA225-08) and ETA Website Topic Report have been approved. The Website Topic Report changes provide new flexibility for those interested in redesign, without creating requirements for others. The EA Standard establishes direction and technical requirements which govern the acquisition, use and management of information technology resources by executive branch agencies. Other changes include: requested use of horizontal navigation; change to the enterprise search field in the common banner; and addresses social media and a recommended practice for mobile applications. While agencies will need to comply with the new and amended website requirements, no change requires action or funding by agencies.

The Project Management Institute (PMI), Central Virginia Chapter (CVC), government local interest group will meet Tuesday, Nov. 8, from 7:30-9 a.m. at Commonwealth Enterprise Solutions Center (CESC), 11751 Meadowville Lane, Chester, Virginia 23836 in the Chesterfield Conference Room. Mike Sandridge and Chris Hinkle will discuss the accomplishments in the adoption of the Commonwealth Project Governance and Assessment evaluation model and project oversight methodology and will include examples of projects that were converted to the new model. Governor McDonnell has issued a proclamation designating October as Cyber Security Awareness Month in the Commonwealth of Virginia. This proclamation encourages all Virginians to learn more about Cyber Security Awareness and commit to putting that knowledge into everyday practice. The Commonwealth Security & Risk Management directorate at VITA posted the 2012 Information Security Awareness toolkit items online for citizen and agency use. These items are to assist all agencies and localities in their efforts to enhance their Information Security Awareness Programs, promote consistent delivery of information security best practices and provide cost efficient information security awareness components/tools.

The most innovative projects in government information technology were honored on Monday with the 2011 Governor's Technology Awards during a lunchtime ceremony at the Commonwealth of Virginia Innovative Technology Symposium (COVITS). On behalf of Governor Bob McDonnell, Secretary of Technology Jim Duffey and Chief Information Officer Sam Nixon presented the prestigious awards to 24 winners in nine categories. Now in its 14th year, the Governor's Technology Awards program honors outstanding achievements and recognizes innovative technology initiatives in the public sector throughout the Commonwealth of Virginia.

2011 RTIP Report submitted

Today, the Commonwealth CIO officially submitted the 2011 Recommended Technology Investment Projects (RTIP) Report, including recommended priorities for funding such projects, to the Governor and the Chairs of the Senate Finance Committee and the House Appropriations Committee. The core recommendation to provide new or continued funding for 39 projects is based on selection and ranking criteria that give significant weight to the Commonwealth's strategic goals and objectives as established by the Governor, the Council on Virginia's Future and the Commonwealth of Virginia Strategic Plan for Information Technology.

Virginia governmental entities consistently use information technology (IT) as a powerful tool to improve government service delivery and efficiency. Virginia Governor Bob McDonnell, Secretary of Technology Jim Duffey and Chief Information Officer Sam Nixon officially invite entries to the 2011 Governor's Technology Awards program in recognition of this important work. This year, entries will be accepted in nine categories, including new categories for use of IT to promote economic development and excellence in modeling and simulation. Entries should be submitted by August 23, 2011. Awards will be presented to honorees on behalf of the Governor at a special ceremony during the Commonwealth of Virginia Innovative Technology Symposium (COVITS) on Sept. 26. Nominations will be evaluated by a committee of judges including IT leaders from state agencies, localities, the legislature, courts and education.

Spears-Dean appointed to the FCC CRSI Council

The FCC announced newly appointed members to the Communications Security, Reliability, and Interoperability Council (CSRIC or Council). The members represent a diverse and balanced mix of viewpoints from public safety organizations; Federal, state and local government agencies; the communications industry; organizations representing Internet users; utility companies; public interest organizations; and other experts. Chairman Genachowski has designated Glen F. Post III of CenturyLink as Chair of the Council. The Council is a Federal Advisory Committee that will provide recommendations to the Commission regarding best practices and actions the Commission can take to ensure the security,reliability and interoperability of communications systems.

April 2011 recognized as 9-1-1 Education Month

Governor Bob McDonnell has recognized April 2011 as 9-1-1 Education Month in the Commonwealth of Virginia and encourages all citizens to become educated in the proper use of 9-1-1. The National 9-1-1 Public Safety Coalition launched a nationwide campaign and a new resource website in an effort to promote education and awareness. VITA's Public Safety Communications Division is supporting this effort for this month's observance and assists Public Safety Answering Points (PSAPs) with educational needs throughout the year. Division staff members, with funding provided through the Wireless E-911 Services Board, assist primary PSAPs obtain funding for the purpose of the education program to provide 9-1-1 specific group education/training opportunities throughout the Commonwealth. This training enables PSAPs in Virginia to educate their citizens on 9-1-1 and its proper use.

Commonwealth Security held the 2011 Cyber Security Awareness "Kids Safe Online Poster Contest." Entries were grouped in kindergarten-fifth grade, sixth-eighth grade and ninth-12th grade brackets in the Virginia State Division of the Multi-State Information Sharing and Analysis Center (MS-ISAC). Students will receive a letter and certificate of appreciation from Chief Information Security Officer John Green and will be entered in the national contest.

Commonwealth's Information Security Officers Advisory Group (ISOAG) held its monthly meeting on March 2 with 107 people in attendance. Lawrence "Chip" Muir, Assistant Attorney General of Virginia and Prosecutor of the Computer Crimes Section provided the keynote presentation on "Cyber Security in Virginia." Additionally, a panel discussion by Senior Directors of Commonwealth Security and Risk Management was held to answer information security related questions. An update on the partnership and relevant General Assembly bills were also included. The session was hosted by Commonwealth Chief Information Security Officer John Green and VITA. The next meeting is from 1-4 p.m., Wed., April 6, 2011 at CESC.

Report on August outage released

The independent report called for by Governor Bob McDonnell on the outage last August has been released by the Governor's Office and the Joint Legislative Audit and Review Commission (JLARC). The findings confirm the Commonwealth's basic understanding of what caused the outage and the resulting delay in recovery and complete restoration of agency operations. The outage and the delay in restoring service adversely impacted citizens of the state and resulted in additional costs to state agencies. The report contains a list of measures written by industry experts that need to be taken to reduce the possibility of a similar failure in the future. There are 20 recommendations in the report. VITA and Northrop have implemented several and are giving consideration to the remaining recommendations. The report also provides a path forward for the Commonwealth to seek compensation from Northrop Grumman for the outage. Governor McDonnell has asked Secretary of Technology Jim Duffey to immediately begin discussions with senior Northrop Grumman management on compensation and corrective action moving forward.

The Commonwealth CIO Sam Nixon hosted national guest speaker Cathilea Robinett yesterday at the Agency Information Technology Resource (AITRs) meeting. Ms. Robinett is Executive Vice President, Center for Digital Government and Center for Digital Education. She presented to the group of more 125 participants on "Latest Trends in Digital Government," which focuses on rebuilding government and highlighting a report by the Center for Digital Government.

ITAC to develop technology plan

The Information Technology Advisory Council (ITAC) met on Monday, Feb. 7. The theme for the session was the introduction to the council's assignment to develop a Commonwealth Technology Business Plan. Senate Bill 236/House Bill 1034 (2010) states that ITAC shall develop a technology business plan for the Commonwealth in consultation with the Council on Virginia's Future, and that, on or before December 31, 2011, such technology business plan shall be provided in writing to the chairs of the House Committee on General Laws, the Senate Committee on General Laws and Technology, the House Committee on Appropriations, the Senate Finance Committee, and the House Committee on Science and Technology. Jane Kusiak, Executive Director, Council on Virginia's Future gave remarks to the council on the Commonwealth of Virginia's Mission and Long-Term Goals.

Bob Baskette gave an in depth presentation on "Threat Management: A Short Review of SEC 501-01." The session was hosted by Commonwealth Chief Information Security Officer John Green and VITA. Spears-Dean to serve on the ERIC Public Safety Advisory Committee

Julius Genachowski, Chairman of the FCC, announced the appointment of Dorothy A. Spears-Dean, PSC Coordinator, to serve on the Emergency Response Interoperability Center (ERIC) Public Safety Advisory Committee (PSAC) as a representative of the Commonwealth of Virginia, Virginia Information Technologies Agency. The potential members come from a distinguished list of public safety and telecommunications leaders in the industry. The PSAC is charged with providing recommendations to the Commission's ERIC concerning the technical and operational requirements and procedures to ensure nationwide interoperability; requirements and procedures to address operability, roaming, priority access, gateway functions and interfaces, and interconnectivity.

On Jan. 1, the VITA Project Management Division implemented the Commonwealth Project Governance Assessment (CPGA) methodology, which reflects the revised Project Management Standard approved by the Secretary of Technology. One distinct change with the implementation of the CPGA methodology is that every agency IT project with a project cost of $250,000 or more will be assessed for project risk and complexity and assigned to one of four CPGA project categories. The keynote presentation was made by Goran Gustavsson (APA) on "2010 Information Security in the Commonwealth of Virginia." Bob Baskette gave a presentation on Logical Access Control Requirements and SEC 501-01. In addition, questions from the December Commonwealth Security and Risk Management Panel discussion were answered. There was also an IT Partnership Update. The session was hosted by Commonwealth Chief Information Security Officer John Green and VITA. The next meeting is from 1-4 p.m., Wed., Feb. 2, 2011 at Commonwealth Enterprise Solutions Center (CESC).
