About the partnership

The public-private partnership between the Commonwealth of Virginia and Northrop Grumman is transforming state government's IT infrastructure technology and providing the expertise and resources to support improved delivery of services. Believed to be the first and the largest of its kind in the nation, the partnership is delivering agile and secure 21st century technologies backed by knowledgeable staff and significant resources to enhance services to Virginia's citizens and others.

With the 13-year, $2 billion partnership, Northrop Grumman is responsible for the service delivery of the Commonwealth's IT infrastructure needs with oversight by VITA. Northrop Grumman provided the essential up-front private sector capital that otherwise would not have been practically available to the Commonwealth. That capital provided for the construction of two new data centers and the technology to begin transformation. Transformation is nearing completion and will result in an enterprise-wide, more cohesive, agile, secure and efficient infrastructure. The next steps will be to continuously enhance the IT infrastructure environment.
