The Enterprise Applications Division oversees the Commonwealth's efforts to modernize the planning, development, implementation and retirement of Commonwealth applications, including the coordination and development of enterprise-wide or multi-agency applications. In 2008 an initiative was begun to develop a Commonwealth strategic plan for applications. The initiative developed a "TO-BE" vision for a future application environment and developed goals, objectives and strategies to support achievement of the vision. This document supports the Commonwealth's strategic plan for Information Technology. Agencies should align their strategic plans, specifically for application related investments, with this document. As agencies propose new application development projects, the division reviews each new project proposal to ensure that it is consistent with the Commonwealth strategic plan for applications. This review also identifies opportunities for collaboration and potential cost-savings across agencies.
Ongoing work in this area includes the development of Governance for enterprise applications and the development of a Commonwealth application management standard for those projects in the Maintenance and Operations (M&O) phase of an application's lifecycle.
